16 - Hour Company Security Officer

Course is in compliance with the following standards: Regulations 13.1 and 13.2 (Part A and B) of the International Ship and Port Facility Security (ISPS) Code and IMO Model Course 3.20 Company Security Officer (2003) edition).

This 2-day course aims to provide knowledge to those who may be designated to perform the duties and responsibilities of a Company Security Officer (CSO), as defined in paragraph 2.1.7 (and paragraph 11.1) of the ISPS Code, Part A, and in particular the duties and responsibilities with respect to the security of a ship, for ensuring the development (or for developing) of a ship security assessment, for ensuring the development (or for developing), implementation, maintenance and updating of a ship security plan and for liaising with Ship Security Officers (SSOs) and with Port Facility Security Officers (PFSOs). Those who successfully complete this course should be able to undertake the duties and responsibilities of Company Security Officer, as defined in section A/11.2 of the ISPS Code, which include, but are not limited to:
advising the level of threats likely to be encountered by the ship, using appropriate security assessments and other relevant information;
1. ensuring that ship security assessments are carried out;
2. ensuring the development, the submission for approval, and thereafter the implementation and maintenance of the ship security plan;
3. ensuring that the ship security plan is modified, as appropriate, to correct deficiencies and satisfy the security requirements of the individual ship;
4. arranging for internal audits and reviews of security activities;
5. arranging for the initial and subsequent verifications of the ship by the Administration or the recognized security organization;
6. ensuring that deficiencies and non-conformities identified during internal audits, periodic reviews, security inspections and verifications of compliance are promptly addressed and dealt with;
7. enhancing security awareness and vigilance;
8. ensuring adequate training for personnel responsible for the security of the ship;
9. ensuring effective communication and co-operation between the ship security officer and the relevant port facility security officers;
10. ensuring consistency between security requirements and safety requirement;
11. ensuring that, if sister-ship or fleet security plans are used, the plan for each ship reflects the ship-specific information accurately; and
12. ensuring that any alternative or equivalent arrangements approved for a particular ship or group of ships are implemented and maintained.

Any applicant who has successfully completed your 8-hour Crisis Management & Human Behavior course will satisfy: (1) the Crisis Management & Human Behavior training requirements of Table V/2 and Paragraph 5 of Sections A-V/2 and A-V/3 of the STCW Code for Ro-Ro Passenger Ships and Passenger Ships Other Than Ro-Ro Passenger Ships; --AND-- (2) the Passenger Safety, Cargo Safety and Hull Integrity training requirements of Paragraph 4 of Section A-V/2 of the STCW Code for Ro-Ro Passenger Ships; --AND-- (3) the Passenger Safety training requirements of Paragraph 4 of Section A-V/3 of the STCW Code for Passenger Ships Other Than Ro-Ro Passenger Ships.

The course will provide trainees with techniques and protocols for managing movement of passengers under emergency conditions necessitating preparation to abandon ship. Training will be generic and should be supplemented with shipboard training to ensure "ship unique" policies/procedures are trained. The course meets the criteria for satisfaction of training requirements enumerated in Standards of Training Certification and Watchkeeping (1995) Sections A-V/2 and A-V/3 for competencies in Crisis Management and Human Behavior, including:

Ro-Ro passenger ships
A trainee successfully completing the training will be able to:
1. Organize the safe movement of vehicles and passengers when embarking and disembarking.
2. Control all elements of cargo safety and hull integrity.
3. Monitor and control atmosphere in Ro-Ro cargo spaces.
4. Organize shipboard emergency procedures.
5. Optimize use of resources.
6. Control response to emergencies.
7. Control passengers and other personnel during emergency situations.
8. Establish and maintain effective communications.

Passenger ships other than Ro-Ro passenger ships
A trainee successfully completing the training will be able to:

8 – Hour Designated Examiner for Towing Vessles

This 1-day provides classroom training to those desiring to be accepted by the US Coast Guard National Maritime Center as a Designated Examiner for Towing Officer practical assessments as those the requirements of 46 CFR 10.103 and 46 CFR 12.01-6 , NVIC 06-97, and NVIC 04-01. Candidates for USCG Licenses as Mate (Pilot) and Master of Towing Vessels, must be able to demonstrate proficiency and ability to the levels required in a Towing Officer Assessment Record (TOAR). To document their demonstrations of proficiency in the TOAR, candidates must be assessed and signed off as proficient for item in the TOAR by a qualified and Coast Guard approved Designated Examiner (DE). This 4-day course provides students with knowledge and skills necessary to fully utilize the features of ECDIS, which is a computer-based navigation information system capable of continuously determining a vessel's position in relation to land, charted objects, aids-to-navigation, and unseen hazards. This course including installation and correction of electronic charts. A trainee successfully completing this course will be able to use ECDIS for his navigational watch. He will be able to operate ECDIS equipment, use the navigational functions of ECDIS, select and assess all relevant information and take proper action.  The trainee will acquire and develop a knowledge and understanding of the basic principles governing the safe operation of ECDIS, including ECDIS data and their presentation, as well as the system-related limitations and potential dangers. The Student will be able to generate and maintain displays, to operate all basic navigational functions and all specific functions for route planning as well as route monitoring, to use and select proper navigational data and to display the data in the appropriate manner. He will also be able to perform updating. The Student will be able to analyze nautical alarms during route planning and route monitoring as well as sensor alarms. He will be able to assess the impact of the performance limits of sensors on the safe use of ECDIS and to appreciate that the back-up system is only of limited performance. He will be able to assess errors, inaccuracies and ambiguities caused by improper data management. Thus, he will be aware of errors in displayed data, errors of interpretation and the risk of over-reliance on ECDIS and be able to take proper action. In addition, he will have knowledge of the principal types of electronic chart and the essential legal aspects of the use of ECDIS.

Any applicant who has successfully completed your 40-hour Electronic Navigation course will satisfy the Electronic Navigation training requirements for certification as Officer in Charge of a Navigational Watch on vessels of 500 or more gross tonnage (ITC). The practical assessments in this course will be accepted as the equivalent of the following assessments from the National Assessment Guidelines for Table A-II/1 of the STCW Code: OICNW-1-4A; OICNW-1-4B; OICNW-1-4C; and OICNW-1-4D. Applicants who have successfully completed your course need not present completed “Control Sheets” for these assessments in application for STCW certification.

This 5-day course introduces standard electronic equipment and systems used to aid navigation the theory and practical use of electronic navigational aids. Any applicant who has successfully completed your 8-hour First Aid & CPR course will satisfy the Basic Safety - Elementary First Aid training requirements of Section A-VI/1 and Table A-VI/1-3 of the STCW Code and 46 CFR 10.205(l)(3); AND if presented WITHIN ONE YEAR of the date of training, the First Aid & CPR training requirements of 46 CFR 10.205(h)(1)(ii) and 10.205(h)(2)(iii) for original issuance of a license.

Students in this class learn the principles and techniques of safety and basic first aid, automatic external deliberator (AED) and cardiopulmonary resuscitation (CPR) according to the accepted standards of the American Red Cross. Successful students are awarded a certificate from the American Red Cross. This course also provides classroom training to those mariners seeking to complete basic first aid and CPR training to meet the requirement for issuance of an original USCG Merchant Mariner’s license or satisfy the Elementary First Aid training requirements of STCW – 95 Basic Safety Training (BST).

70– Hour Global Maritime Distress and Safety System (GMDSS)

Any applicant who has successfully completed your 70-hour Global Maritime Distress & Safety System (GMDSS) course with a passing grade of at least 75% will satisfy the GMDSS training requirements of 46 CFR 10.205(n) and Table A-IV/2 of the STCW Code.

This 10-day course is required for officers who serve on vessels equipped with GMDSS equipment. It is divided into one theory week and one practical week. Subjects include: satellite systems, terrestrial communications, transmission and reception of distress alerts and messages, maritime safety information. A trainee successfully completing this course and passing the prescribed examination will be enabled to efficiently operate the GMDSS equipment, and to have primary responsibility to radio communications during Distress incidents. Given the severe problems being experienced in the GMDSS as a result of the large number of false Distress alerts that some times occur, training will also be provided in techniques to avoid the unintentional transmission of false Distress alerts and the procedures to use in order to mitigate the effects of false Distress alerts following unintentional transmission.

Any applicant who has successfully completed your 4-hour Marlinespike Seamanship course and who presents your Certificate of Training at a Regional Exam Center WITHIN ONE YEAR of the completion of training, will satisfy the practical (knot-tying) examination requirements of 46 CFR 12.05-9 for any Able Seaman endorsement.

This 4 hour course requires proficiency is demonstrating by actually tying various knots, bends, hitches and splices. Practical instruction in use of line, cordage, wire rope and splicing methods. Includes reeving tackles and rigging stages, boatswains’ chairs, pilot ladders and emergency steering gear. The student shall have a good understanding and be proficient in knot tying.  The level of understanding will be at least equal to the standard for passing the Coast Guard examination given in the Regional Examination Centers. This 3-day course is designed for licensed deck officers who will provide immediate first aid to ship’s personnel and to assist the Ship’s Medical Person-in-Charge. The course aims to provide the training for candidates to provide medical care to the sick and injured while they remain on board ship, in accordance with Section A-VI/4.1 to .3 and Table A-VI/4-1 of the Standards of Training, Certification and Watchkeeping for Seafarers (STCW) Code, 1995 (as listed below). Due to the vastly different environment on a ship as compared to ashore, this course is designed to prepare new recruits for a life at sea. Working on a ship can be hazardous occupation for the uninitiated.
