24 - Hour Upgrade OUPV
to 100 GRT Master

Any applicant who has successfully completed your 24-hour Upgrade OUPV to Master 100 Tons course and presents your Certificate of Training at a Regional Exam Center WITHIN ONE YEAR of the completion of training, will satisfy the examination requirements of 46 CFR 10.207 for upgrade of a license from OUPV to Master 100 Tons Near Coastal.

Upon Completion of instruction and examinations, each student shall have a good understanding of the subjects in 46 CFR § 10.910 (tables 1 and 2) for upgrade from OUPV to 100 Ton Great Lakes, Inland and Near Coastal Master licenses.  The level of understanding will be at least equal to the standard for passing the upgrade from OUPV to 100 Ton Coast Guard examination given in the Regional Examination Centers

16 - Hour Vessel Security Officer

Course is in compliance with the following standards: Regulations 13.1 and 13.2 (Part A and B) of the International Ship and Port Facility Security (ISPS) Code and IMO Model Course 3.19 Ship Security Officer (2003) edition).

This 2-day course to provide knowledge to those who may be designated to perform the duties and responsibilities of a Vessel Security Officer (VSO), as defined in section A/2.1.6 (and section A/12.1) of the ISPS Code, and in particular the duties and responsibilities with respect to the security of a ship, for implementing and maintaining a Vessel Security Plan and for liaising with the Company Security Officer (CSO) and with Port Facility Security Officers (PFSOs). Those who successfully complete this course should be able to undertake the duties and responsibilities as Vessel Security Officer, as defined in section A/12.2 of the ISPS Code, which include, but are not limited to:
1. undertaking regular security inspections of the ship to ensure that appropriate security measures are maintained;
2. maintaining and supervising the implementation of the Ship Security Plan, including any amendments to the plan;
3. coordinating the security aspects of the handling of cargo and ship’s stores with other shipboard personnel and with the relevant Port Facility Security Officers;
4. proposing modifications to the Vessel Security Plan;
5. reporting to the Company Security Officer any deficiencies and non-conformities identified during internal audits, periodic reviews, security inspections and verifications of compliance and implementing any corrective actions;
6. enhancing security awareness and vigilance on board;
7. ensuring that adequate training has been provided to shipboard personnel, as appropriate;
8. reporting all security incidents;
9. coordinating implementation of the Vessel Security Plan with the Company Security Officer and the relevant Port Facility Security Officer; and
10. ensuring that security equipment is properly operated, tested, calibrated and maintained, if any.

8 - Hour Visual Communications
(aka Flashing Light)

Any applicant who has successfully completed your 8-hour Visual Communications (Flashing Light) course will satisfy the practical signaling examination requirements (flashing light) of 46 CFR 10.401(h) if presented WITHIN ONE YEAR of the completion of training; AND will be considered to have successfully demonstrated the equivalent of assessment OICNW-4-1A from the National Assessment Guidelines for Table A-II/1 of the STCW Code. Applicants who have successfully completed your course need not present a completed “Control Sheet” for this assessment in application for STCW certification.

The course is designed to provide the applicant training and certification in Morse Code Signaling (including use of International Code of Signals).  The course is essentially practical in nature and consists of practice sessions during which the trainee improves their skill through repetition. The examination is administered at the completion of the practice sessions. This course serves as an alternative to taking Flashing Light at the USCG. Flashing Light is required for all Able Seaman upgrading to Master 200 GRT or higher. Training software is available at www.hawsepipe.net (Blinking Light).

80 - Hour Watchkeeping & Bridge Resource Management

Any applicant who has successfully completed your 80-hour Watchkeeping (Operational Level) course will satisfy the Watchkeeping training requirements for certification as Officer in Charge of a Navigational Watch on vessels of 500 or more gross tonnage (ITC); AND the Bridge Resource Management training requirements of 46 CFR 10.205(o) and the requirements of Section B-VIII/2, Part 3-1 of the STCW Code.

This 10-day course is designed to enhance the potential third mate’s decision-making skills as it applies to traffic and voyage planning situations. Practical application of Rules of the Road and development of correct bridge procedures will be emphasized. Covering actions to avoid close quarters situations in accordance with the COLREGS and watchkeeping procedures including Bridge Resource Management. This course provides the background knowledge in will have a thorough understanding of the principles of Maintain a Safe Navigational Watch and provide the candidate with the competence and skills to conduct a navigational watch under all conditions, following the principles of proper bridge resource management. Subjects include: COLREGS, keeping a safe watch at sea, at anchor, and in port, pollution prevention and record keeping. This course aims to meet the mandatory minimum requirements for knowledge, understanding and proficiency in Table A-II/2 of STCW 1995 for the function Navigation at the Officer in Charge of a Navigational Watch on vessels of 500 or more gross tonnage (ITC) Level. This course provides the background knowledge in will have a thorough understanding of the principles of Maintain a Safe Navigational Watch and provide the candidate with the competence and skills to conduct a navigational watch under all conditions, following the principles of proper bridge resource management.
